In developing
it's strategy the Children's Fund Partnership Board chose
to concentrate on 8 different target groups.
These are:

- Children at risk of offending
- Children living in temporary housing
- Traveller children
- Young carers
- Children suffering the effects of domestic violence
- Children from black & minority ethnic backgrounds
- Disabled children
- Children with emotional and behavioural problems
We aim to deliver services for these
children in line with the Children's Fund sub objectives.
These are:
- Reducing truancy and exclusion
from school.
- Improving educational attainment
- Reducing the number of 10 to 13
yr olds committing crime and 5 to 13 yr olds being the victims
of crime.
- Reducing health inequalities.
- Ensuring that children, young people,
their families and local people feel that the
preventative services being developed through partnerships
are accessible
- Providing services for children,
young people and their families commonly excluded from gaining
the benefits of public services that are intended to support
children and young people in achieving their potential.
- Involving families in building the
communities capacity to sustain the programme and create
pathways out of poverty
Currently we are inviting expressions
of interest from those who feel they can deliver innovative
services for the following groups:
- Disabled Children. This includes
all children who could be considered to have a disability,
not just those who are registered as disabled.
- Children with emotional & behavioural
problems.
The services should be targeted towards
early intervention for those where the risk of problems leading
to poor outcomes against the sub objectives is known but the
problems have not yet materialised. They could also be targeted
towards those where there are multiple risk factors applying
or where problems have started to manifest but haven't reached
the point where statutory services would be required.
However we cannot fund the following:
- Services that are solely for parents
/ carers
- Services that should be provided
by a statutory agency
- Services that are currently being
provided but where the funding has been withdrawn or due
to cease
- Services provided by a statutory
agency unless working together with the voluntary / community
or faith sector
We developed a commissioning pack that
is available online at www.surreyca.org.uk under "Children's
Fund", "Commissioning". The pack consists of
an illustrated summary of what we aim to do an expression
of interest proforma and a guide to completing it.
If you feel that you are able to deliver
services on our behalf and would like to express an interest
please download the proforma. Alternatively,
pass these details to organisations that may be interested

There is no deadline for submitting
the expression of interest, as submissions will be dealt with
on merit as they are received. However, we are looking for
services that can be up and running by October this year.
Furthermore, the partnership board
is looking to allocate funding to new areas of work in the
early part of next year. If you feel that you can provide
services that meet the criteria for Children's Fund but are
for groups of children we have not yet stated we want to work
with feel free to express an interest. In these cases, the
application will be placed on file and contact will be made
towards the end of the year.
