The Community Buildings Scheme is a partnership scheme jointly
funded by Surrey County Council and the Surrey district/borough councils
and administered by Surrey Community Action. The Scheme offers capital
grants to village halls, community centres and voluntary youth buildings
subject to their meeting certain specified criteria.
Grants from the Scheme may be available towards the following types of
project:-
providing new community buildings
extensions to existing buildings
provision of disability access and facilities
major structural work
major refurbishment to hall, kitchens, toilets etc
unforeseen urgent repairs such as re-wiring or re-roofing
provision of car parking
Special consideration will be given to applications which
are made in order to comply with The Disability Discrimination
Act 2004
However please note that if you already have facilities for
the disabled your application for other work will not be disadvantaged.
Grants are not available towards general maintenance work,
such as redecorating.
Under the SCBGS community organisations may apply to Surrey County Council
and to their local district or borough council for up to one third each
of the total project cost. The remaining one third or more must be found
by the applicant. The maximum grant available from each partner in the
scheme is £40,000. However because of the limited funding it is unlikely
that there will be more than one maximum grant each year.
Who can apply?
The applicant must be a non-profit making community based organisation
with a constitution, a bank account and at least two years’ audited
accounts, or in the case of smaller charities, statements of accounts.
Applicants may for example be:-
a village hall management committee
a community centre management committee
a parish council
an independent youth organisation
a residents association
Applications from projects costing less than £10,000 in total will
not be considered.
Completed applications must be returned to Doug Williams by
30 September 2008 at the very latest. Applicants should receive
a decision by April 2009.

Village Hall Loan Fund
ACRE's Village Halls Information and Advice Service
manages a £700,000 loan fund on behalf of the Countryside Agency.
This fund can be a useful ingredient in constructing a funding package. It can
be used for a short term bridging loan or for long term planning. The interest
rate is set by the treasury on loans up to ten years, usually at a competitive rate. New loans can be repaid either quarterly or yearly, the former method reducing the interest charges payable by the hall.
